Here is the latest weather bulletin issued by the Hong Kong Observatory.
A northeast monsoon is affecting the coast of Guangdong. Meanwhile, showers are affecting the region. Besides, the area of low pressure near Luzon is intensifying gradually. A tropical cyclone appears to be forming.
At 5 a.m., Tropical Storm Bebinca was centred about 80 kilometres west of Nanjing. It is forecast to move west-northwest at about 18 kilometres per hour inland over eastern China and weaken gradually.
Weather forecast for today
Sunny periods and a few showers. Hot during the day. The maximum temperature will be about 32 degrees in the urban areas, and a couple of degrees higher in the New Territories. Isolated thunderstorms later. Moderate northeasterly winds, freshening from the east later.
Outlook : Mainly fine and very hot during the day on the day after Mid-Autumn Festival. It will be windier. There will be a few showers in the following couple of days.

General Situation:
The northeast monsoon now affecting the coast of Guangdong will strengthen gradually later today to Wednesday, there will be a few showers over the region. The area of low pressure near Luzon will develop gradually, it will move westwards in the general direction of the vicinity of Hainan Island today and tomorrow. However, under the influence of the northeast monsoon, its movement remains uncertain. Winds will strengthen slightly over the coast of Guangdong in the middle and latter parts of this week. Another surge of northeast monsoon is expected to affect southern China early next week, temperatures will fall slightly over the region. Besides, Tropical Cyclone Bebinca will move inland over eastern China and weaken gradually today.
